Publish a dev build carrying Ta Yü

The Ta Yü merge landed on dev without a CI run behind it, so the dev channel
still offers the build before it. Nothing in the tree needs to change for a
new one: versionCode and versionName are derived from GITHUB_RUN_NUMBER and
PLG_CHANNEL at build time, so the version iterates on its own and there is no
constant to bump — this commit exists to give ci.yml a push to fire on, which
is the only event the publish steps are gated on.
